Here are my readings with BOOST on.
Software: 4.2
Cell: SC-36
Power Level: 2
Salt: 3700
Temp: 77
11V 2.7 A

I live in NC. I have replaced the cell and the cable and checked fuse #3. Cannot "see" if fuse is bad, but assume it is not if I am getting any volt/amp reading. Called Autopilot. They suggested calling repair person as it could be the power controller? Called and have not heard back. Meanwhile, checking this forum, I also see comments that it could be the power controller? Is there anyway to tell whether it is or not without replacing? -- it is an expensive part.

There are only 2 or 3 forum members who can answer this kind of question authoritatively; I certainly cannot having never been hands-on with an Autopilot system.

Hopefully, they will stop by eventually.

In any case, it's best to start up with your SWCG off, and only turn it on one the pool is running normally with all levels properly adjusted.

sorry for the delay in responding. The amps and volts are well below the normal operating range. This usually means that the unit is wired for 220 volts, but only receiving 110 volts. Since you have an older unit, I would recommend first to check your circuit breakers to make sure they are not tripped.
If you are getting the correct voltage and the Breakers are good, then it would point to damage on your Power Module (PN # 16084N).
