I have been told that I should install a sump pump and a rock pack under my IG pool. This is due to expansive soil and they do not want any water to stay if it gets under the pool. Has anyone ran into this? Can I have the pump outside of the pool and not under it? I am concerned that if the pump goes out I will not be able to get to it if it is under the pool. Can I create a drywell and just have a tube in the drywell. Then run the pump when it rains or on some interval? Thoughts?

Typically a rock bed (Well point) is created under the pool and a 1-1/2 inch PVC pipe with slots cut or holes drilled is inserted into the rock. The end of the PVC is stubbed out near the top edge of the pool. During construction, or if you need to drain the pool for repairs, you can attach the pump to the PVC sticking out of the ground and pump out any ground water. When not in use the PVC is capped (it can be capped below ground as long as you know where it is when you need it).

I have the above setup with one important difference, the line is plumbed into my main circulation pump. It is set so I can valve it in while valving out the main drain and skimmers and then use the main pool pump to pump it out to waste. Works great!!!!
