Deck, Liner, Cover ?

I will soon have an 18' AG round pool installed. It will have a beaded liner. The 1st question I have is , Should I build deck even with top rail leaving a space between pool and deck to allow for winter cover to be installed? 2nd ? How do you generally secure winter cover? Not sure what my cover will be, it comes with the pool.

Some are held down with water bags hanging from the sides of the cover. Others have a ratcheting mechanism that tightens a cable with is threaded through the grommets along the edge of the cover.
