    after you add chlorine how long should you wait to test for it?

    An hour or so will usually ensure it's properly distributed. Try to test right in front of the skimmer and submerge your tester about 18 inches below the surface. This will ensure you're not testing the return jet's water, or any floating stuff on top that is unduely influenced by the air or sun.
