Whats the best method for adding bleach to bring up chlorine level in an above ground, 24 ft round pool with vinyl
liner?

Just pour it in. It will be distributed faster if you pour it in front of a return.

And . . . if you are ABSOLUTELY sure you have no chemicals in the skimmer and no feeder of any kind in the piping anywhere, pouring it in via your skimmer will clean the filter sand, which sometimes gets full of algae and bacteria.
