I used electrical ties to strap them to a grate on the bottom of the stairs. They didn't slip during the descent into the water and the grate rests on the bottom. This fall I'll cut the ties and bring the blocks to the surface one by one.

Besides, if they slipped and put a hole in the liner, I could either get a new liner or sell the pool!
