Is My Cell Dead-Or My Board

My didgital readout is blank most of the time. Its not properly reading the salt when the display does work and the check salt light stays lit. I have cleaned the cell. Look at my circuit board and there is a little discoloration around the black thing in the right upper hand corner. Check cell light stays lit also. Thanks in advance. Im lost.
