Seems to me the simplest thing to do is to extend the first step of one of the existing ladders into a platform. Enough for the dog to climb onto then out of the pool.

Using plastic materials and stainless steel screws should make it water safe.

What kind of Ladders do you have ? Could you provide a drawing if possible?
