Pool Jet Direction?

I recently purchased a home with an inground pool. My question is one that has probably addressed in the past so please be patient with me. I am not sure how to aim my pool jets. Should I aim the toward the surface encouraging a counterclockwise rotation toward the skimmer or should I direct the jets toward the pool bottom to keep sediment from accumulating? Any help would be appreciated.

Here is what I do.
If there is a lot of floating debris, I aim the jet towards the surface to encourage rotation towards the skimmer. If there is a lot of debris on the floor, I aim it downward but again towards the side to try to get it all in the center where it will be easier to vacuum it up.
