Well, it's sodium di-chlor......plain ole granular chlorine. Pucks are tri-chlor. I wouldn't state a neutral pH is 6.5 - 7.0....for a pool that level is acidic. It also has CYA....another added ingredient.

That said, this would be a terrific product for someone whose pH is high and has no CYA.

Sure, it could be used in conjunction with bleach for the same reason noted above.
