Need help with new Hayward pump

SO i just bought a new Hayward Super pump 700. Had an electrician hook it up. It starts up at a normal high speed then kicks down to a slow speed, super quiet, almost to quiet. It will not prime but only bring in a steady stream of water, no air bubbles coming at at all. I swear it acts like a 2 speed motor but should only be a 1 speed, and is just not spinning fast enough. Hayward says this pump is available as 1 or 2 speed but in another area says only 1 speed.

Amazing, you pay an electrcian good money to do his job and he fails. he forgot to convert the motor to 110.
