Question Help with water chem., and SWG

I have a Jandy 1400 SWG in a 15000 gal pebble tec pool. The pool is about 1 and 1/2 years old. I have had a hard time keeping up the chlorine levels using the SWG. I run the filter about 9 hours a day, and the water temp is about 87. I live in the Sacramento California area, where it is hot in the summer. I have a solar heater also. My water chem levels are as follows:

    TC - 1-2 ppm
    PH - 7.5
    TA - 130 ppm
    CH - 380 ppm
    CYA - 90 ppm
    Salt Level - 3100

I have to run the SWG at 95% to maintain this low TC level. Is this normal? I know my CYA is a little high, but can I just let this adjust itself through loss of water etc, or should I drain some? Since I got the pool with the Jandy 1400 SWG, it has seemed that I have had to run it a very high percentages of the time to keep the chlorine levels up. I have cleaned the cell twice, but didn't notice any buildup either time. My filter run time is at 9 hrs per day. Should I run the filter longer and turn down the cell percentage? My water is generally clear, but last week I had a couple spots of algae on the pebble tec, which are now gone after I shocked the pool. Any help would be appreciated.
