Opening numbers, pool cloudy, need help.

Here are my readings after opening:

FC: 7.5
CC: .5
TC: 5-10
pH: 7.5
Alk: 115
CH: N/A (Vinyl)
CYA: N/A

18 x 36 IG vinyl pool

The water is blue but still cloudy.

I am using the PS233 testkit but ran out of the CYA reagent so I cannot test it. I think it is at around 15, I have some pucks in and am trying to up the CYA level.

What are the thoughts on these numbers? I realize that my CC is .5 but for some reason the pool is still cloudy (has been for about a week), I cannot understand why. I have kept the filter running 24/7, run the Dolphin, and brushed. Anything obvious as to why the water is not crystal yet?
