I live in Toronto and am considering driving to Niagara Falls NY to pick up a Taylor 2006 kit. Having read the posts about the issues I just called the Canadian Border Services and talked to an Agent. He said there would not be any problems and to just present my reciept and pay the HST (harmonized sales tax).
