22k gal pool with cloudy water 5 days after opening

opened pool 5 days ago, checked chemicals readings

21750 gal. vinyl inground pool:

• FAC 2 ppm
• TAC .2 ppm
• PH 7.4
• TA 66 ppm <= bogus reading
• CH 161 ppm<= bogus reading
• CYA 74 ppm<= bogus reading
• salt 3000 ppm

After getting all readings to this point , I have been trying to shock the system to get rid of the hazy water,

I can see the bottom drain in the 6 ft deep end But can't get the Chlorine level up to at 4+ to rid the hazy water, on 4 different days I have 2 lbs shock 4lbs shock, and 2 gals. of chlorine leaving pump run 24/7, SWG set 75% ,cartridge filter.

So How Do I get the chlorine up and get rid of the hazy milky water
