I went to poolcalulator.com, and assuming you are at 0 chlorine, it would take 166 ounces of 6 % bleach to get you to 4 PPM.

I would say your CYA is just fine... but I am a newbie so I'll let the pros chime in..

It is pretty normal to add bleach every day for most pools. My pool is roughly 13,000 gallons give or take and I typically put in 2-3 qts. most days. I usually keep my cya around 40. I don't think your usage is out of line for a 20,000 gallon pool.
